Printed joint resolution (1931 December 7) of the Senate and the House of Representatives stipulating that the presidential term of office end at noon on January twentieth and that Congress meet at least once annually beginning at noon on January third and making provisions for succession if the president-elect or vice-president-elect should die before taking office.
